With bluetooth, do cell phones count as audio devices?

I have a Motorola phone with bluetooth and I can’t get it to pair with another bluetooth phone.

Must I first set a security pin?

These phones should have "Search for Devices -> Look for Device" rather than "Audio Devices -> Look for Device".
