Is it theoretically possible to program already existing bluetooth cell phones to pulse its bluetooth while in

"on" mode instead of constantly streaming it? I am assuming bluetooth devices constantly send out radio waves. I am wondering why they don’t pulse every 5 seconds or so until it finds a compatible device to communicate with. Or does it do this already?
